Grounds and vegetation management, hazardous tree removal and pruning under an ISA Certified Arborist, herbicide programs, pressure washing and soft wash, kitchen hood and duct cleaning to NFPA 96, snow and ice. Recurring under base-plus-option periods, or one time.

How we quote
The gap is on page one.
If the solicitation asks for a certification, a clearance, or a capability we do not hold on the day we quote, the quote says so on its first page. A contracting officer should never find it later.
We walk the site.
Site visits are attended in person by our own people, and proof of attendance goes in the quote. A subcontractor's walk does not stand in for ours.
Priced by the line item.
Quotes are itemized by CLIN, priced to the foot and the yard, with the wage determination read and built in. The number in the quote is the number after award.
Subs under our scope.
Partner trades receive a written scope of work from us, work to our schedule, and report to our supervisor. The Government sees one company.
Finished means finished.
The site is left clean, the lines are plumb, the gate swings, and the closeout package is complete. We photograph the work because we are glad to have it inspected.

Where we work
- Federal. Simplified-acquisition RFQs, total small business set-asides, blanket purchase agreements, base-plus-option service contracts, and subcontracts to primes on larger awards. Installations, Corps of Engineers projects, VA medical centers, National Park Service units, and federal buildings across Hampton Roads, the Mid-Atlantic, and West Michigan.
- State and local. Virginia agencies, VDOT, localities, and school divisions; North Carolina state and local work. Quick quotes and small purchases are our natural size.
- Primes. If you hold the award and need a fence line, a site package, or a services line item performed in Virginia, North Carolina, or Michigan, send the scope. We quote it as a sub on your paper.
What the awarding officer checks
Before any federal award, the contracting officer has to find the contractor responsible under FAR 9.104-1. Seven standards. Here is where we stand on each, in plain words.
- Financial resources
- Mobilization is funded before the award is signed. We do not ask for advance payment; billing follows the contract's terms.
- Schedule
- Our other commitments are disclosed in the quote. We do not take work we cannot staff on the date in the award.
- Performance record
- Our record is private-sector construction and site work in Hampton Roads, with references on request. Where we are new to an agency, the quote says so.
- Integrity and business ethics
- Every representation in a quote is one we can prove on the day we make it. Nothing is claimed early.
- Organization and controls
- A written quality-control plan, activity hazard analyses, daily job hazard analyses, and accounting by CLIN come with every award. Wage determinations are read before pricing.
- Equipment and facilities
- Excavation, concrete, hauling, fabrication, and traffic-control equipment in-house. Cranes and specialty lifts on rental with certified operators and approved lift plans.
- Eligibility
- Registrations, representations, and certifications are stated in the capability statement exactly as they stand, and updated the day they change.
Under simplified acquisition, FAR 13.106-2, award goes on price and other factors, usually past performance and technical acceptability. We price to be the lowest acceptable quote and we carry the past-performance questionnaires to back it.
